Taggart earned a bachelor’s degree from Mississippi College in 1979 in political science and a J.D. in 1984. Tulane University School of Law, 1984. As chief of staff and counsel to Kirk Fordice, the first Republican governor in Mississippi since the Reconstruction period, Taggart served. Taggart was also the litigation counsel for former Gov. Haley Barbour was also the audit counsel for Phil Bryant, then-state auditor. He was appointed by Gov. Bryant was named co-chairman of Mississippi Department of Corrections Task Force. He is also a governor. Bryant appointed Bryant to the Mississippi Judicial Appointments Advisory Committee. Taggart was also president of the Madison County Board of Supervisors between 2007-2008. His wife Karen and he have been married for 36 year. They have three sons and one granddaughter.
