Mississippi has struggled for years to improve its reading scores. Between 1992 and 2007, Mississippi’s fourth-grade average score was below the “basic” level of achievement on National Assessment of Educational Progress. In recent years, student performance on state exams has been very poor. Only a small fraction of fourth-graders scored proficient in certain grade levels.
